Bush- Executive Privilege?

This is crazy- now Bush claims Rove can't testify due to executive privilege. So basically Bush's idea is that his people don't need to talk to Congress no matter what. Quaint! But you have to wonder- even if they were brought up on charges, wouldn't Dumbya just pardon them as he left office? Or will he find a way to postpone the upcoming elections? I hope that last part is a great exaggeration!
